At 3.8% this is not an IPA in any sense an American drinker would recognise, and that is the useful part. In British usage the term survived as a name for ordinary pale bitter long after it stopped describing strength or hopping rate, and a great many British beers called IPA are in this bracket.

It is also the beer that made Scottish cask ale a national rather than a regional proposition, and it was brewed on direct-fired open coppers at a time when almost nothing else was — a real difference in wort caramelisation rather than a heritage claim.
