Lactose is the obvious answer to the hardest problem in low-strength brewing, and this beer is the clearest demonstration of it. Yeast cannot ferment lactose, so it survives fermentation intact and contributes sweetness and body to a beer that would otherwise be thin — which is exactly what a very low gravity leaves you with.
Roast character, meanwhile, is not carried by alcohol, so it arrives more or less unchanged. Between the two, a dark beer is a much easier thing to make at this strength than a pale one.
