The American three-tier system is created
After repeal, American states separate producers, wholesalers and retailers by law — an arrangement designed to prevent brewery-owned saloons that shaped the industry for ninety years.

Repeal returned alcohol regulation largely to the states, and the model most adopted separated the three tiers to prevent a return of the brewery-owned saloon that had been a target of the temperance campaign.
The unintended consequence was structural. Producing and retailing on the same premises was prohibited, which is why American brewpubs required separate state-by-state legal change from the 1980s onward, and why distribution remains a decisive commercial factor for small American breweries.
Why it matters
Prohibition’s longest-lasting effect on what Americans drink is not the ban but the distribution system built after it.
